The document, updated every 5 years, outlines a plan for balancing environmental conservation with providing recreational facilities and provides key information for determining the distribution of federal grant funds.

The Land and Water Conservation Fund promotes broad-scope outdoor recreation, ranging from playgrounds to ball fields to walking trails. The federally-funded program provides 50% matching funds assistance, through grants to state governments, local governments and non-profit groups.

The Recreational Trails Program (RTP) provides Federal funding to develop and maintain recreational trials, encouraging outdoor recreational opportunities such as hiking and biking. Funding is issued through grants; local governments and non-profit groups are eligible to apply for the grants.
