It's OK to change the cottage which is in bad shape.
You should include the treatment of sidewalks which should be larger, with benches, proper lighting, water fountains and a historical marker so as to make this place more appealing for the neighborhood. You don't need curb parking along the four sides of the cemeteries. This space is waisted: it could be used as a place for people to gather.
Those sidewalks along with appropriate crosswalks could become primary routes to access the many schools that are blocks aways from the cemeteries.
This is an opportunity to implement the Complete Street program which was approved by the City Council.
Don't waist it!
